It's unfair to compare an external degree with an internal degree. The prestige factor is derived from the admission criteria because the physical space of a campus is limited and only those who can meet the higher admission criteria will qualify.
In fact this bloke is getting a very good deal because he can "piggyback" on the prestige factor generated by other (internal) graduates who met the higher admission criteria. Be contented. UOL external may be easy to get in, but it's not easy to get out compared with private universities in Singapore who collect a huge sum of tuition and exam fees. A more fair comparison would be that between an UOL external degree and those attained from the like of Curtin University and RMIT in Singapore, not UOL in UK.
Having said that, the real deal ain't UOL in UK either. The real deals are University of Mumbai and South Pacific University. :P
