Leong Mun Wai files petition in Parliament calling for temporary suspension of SERS
SINGAPORE: Non-Constituency Member of Parliament (NCMP) Leong Mun Wai submitted a petition in Parliament on Monday (Aug 1) asking to impose a moratorium on the Selective En bloc Redevelopment Scheme (SERS) and review how compensation and relocation options are given to affected residents.
The Progress Singapore Party NCMP filed the petition on behalf of five residents affected by the recent SERS exercise involving Blocks 562 to 565 at Ang Mo Kio Ave 3, announced in April.
Several residents have raised concerns including having to cough up extra money to buy a replacement flat of the same size, and how the replacement site appears to have fewer transportation options and amenities.
The Housing and Development Board (HDB) then said in July that affected residents will be given the option of buying a new but cheaper replacement unit on a shorter 50-year lease, compared with a 99-year lease.
Eligible elderly home owners can also take up the lease buyback scheme for their existing flat and buy a replacement flat on a short lease similar to that left on their SERS flat. Previously, home owners could not apply for the lease buyback scheme after their flat has been picked for SERS.
The Ang Mo Kio residents’ concerns were also raised in Parliament on Jul 4 in an adjournment motion by MP Nadia Samdin (PAP-Ang Mo Kio), to which National Development Minister Desmond Lee responded that the new rehousing options will apply to similar SERS projects, likely to involve even older flats, in the future.
Mr Leong had submitted a petition on SERS on Jul 4 morning before Parliament convened, but Deputy Speaker Christopher de Souza said a “reasonable time is needed” to ensure that the petition complied with Parliament’s Standing Orders, and that there were a “few concerns” that the petition did not.
PUBLICISE FUTURE USE OF SERS SITE, WAIVE RELATED FEES
Monday’s petition, seen by CNA, requested that HDB review the current SERS compensation policy, calling it “outdated”. The petition also called for “fairer” compensation and rehousing options for affected Ang Mo Kio residents and those in future SERS projects.
A moratorium should be imposed on SERS pending the findings and recommendations of this review, the petition said.
In particular, the petition called for the intended use of reclaimed sites under SERS to be made public so their “actual or potential value” could be assessed.
“As a result of the evaluation by HDB of the SERS site and the replacement site, many of the affected residents are expected to pay for shortfalls of sums of tens of thousands, if not hundreds,” it said.
The signatories said HDB should also waive resale levy, stamp and legal fees in all future SERS exercises instead of applying it on a case-by-case basis.
“We also ask that the substantial increase in cost of living be taken into consideration,” they said, highlighting significant inflation, rising interest rates and the looming Goods and Services Tax hike in 2024.
Currently, HDB’s website said residents affected by SERS will be compensated based on the market value of their flat at the point of the SERS announcement, and “reasonable expenses” to help them move.
The signatories said they were disappointed that affected residents were only offered one replacement site on the “fringe” of Ang Mo Kio, when SERS projects in the past - like in Tanglin Halt and West Coast Road - had multiple relocation options.
“Instead of leaving to chance, residents affected by SERS should be assured that they can continue to live in the district,” they said.

The Selective En bloc Redevelopment Scheme, or SERS, allows us to provide new homes for residents in ageing estates while redeveloping these sites to build more flats for Singaporeans in need of housing. 2. By intensifying the land early, the Government shares the gains with the residents through a package that compensates them for their existing flats at market value. This is determined by a private valuer, who will take reference from recent transactions of comparable resale flats, the remaining lease duration, and flat attributes, including the condition and extent of renovation works. 3. The valuation would factor in public information on existing as well as new amenities and infrastructure coming onstream in the area. If residents have concerns about the valuation of their flats, they can present their own valuation alongside the valuation provided by HDB to the Appeals Board, provided for under the Land Acquisition Act, for the neutral tribunal’s assessment. 4. On top of the market compensation, eligible households will receive a SERS grant of up to $30,000 and a $10,000 removal allowance to cover the cost of moving. We will also provide residents a sum of money for the stamp and legal fees that they incur. 5. In terms of rehousing options, they can choose to buy a new replacement flat, at the designated replacement site, at a subsidised price with a fresh 99-year ownership duration. Like all other BTO flats, these replacement flats are priced with a significant subsidy, below market value, to ensure affordability. 6. Alternatively, residents can apply for Build-To-Order (BTO) or Sale of Balance (SBF) flats at other locations and receive priority, with up to 10% of flats set aside for allocation. 7. These SERS policies have been consistently applied across exercises, including the recent Ang Mo Kio SERS exercise and the Marsiling relocation exercise. 8. In April, we announced that Blocks 562 to 565 at Ang Mo Kio Ave 3 will be undergoing SERS. The site comprises 606 units, with a balance lease of about 57 years. Eligible flat owners will be offered new replacement flats, at Ang Mo Kio Drive nearby. By the time the flat owners collect the keys to their new replacement flats at nearby Ang Mo Kio Drive in around 2027, their current flats would have a balance lease of around 51 to 52 years. 9. Holding size, location and other attributes constant, an older flat will have a lower market value than a younger one with a longer ownership duration. For past SERS exercises, the flats were generally younger at the point of SERS announcement, with around 70 years of lease remaining. The market value of these flats was therefore generally sufficient for the flat owners to purchase a new replacement flat of a similar type or size, on a fresh 99-year ownership lease. 10. In comparison, the flats for the Ang Mo Kio Ave 3 SERS exercise are older. So this is the key difference here – the basis of determining the compensation for the Ang Mo Kio SERS flats is the same as past exercises. 11. Based on the estimated compensation amounts and estimated selling prices of the replacement flats, the Ang Mo Kio SERS flat owners are generally able to purchase a replacement flat of a similar flat type with the compensation provided, that is, a 3-room flat owner will be able to purchase a 3-room new replacement flat that comes with a full 99-year lease. But this is generally smaller than their existing older flats. Those looking for a flat of similar size or with better attributes may have to top up the amount for a fresh 99-year lease. 12. I met some residents affected by the Ang Mo Kio SERS exercise over the weekend together with HDB colleagues. We visited a few households, and also spoke to residents who had gathered and wanted to meet us. Some residents, in particular seniors, had shared with us that they could not afford to top-up to continue living in a replacement flat of similar size as their existing flat, and in familiar surroundings. Some said that they did not need a fresh 99-year lease for their new flat.
Absolutely incredulous he could state this somewhat matter-of-factly : "For younger residents, we know that some of them want to buy the new replacement flats on fresh 99-year leases, or to buy resale flats, which can be their home-for-life."
Today we announced additional rehousing options for SERS flat owners, which will apply to the Ang Mo Kio SERS project, Marsiling acquisition exercise, and all future projects moving forward.
SERS residents can choose to purchase a 3-room or larger new flat on a 50-year lease at the designated replacement site, if the lease is able to cover them till at least age 95. Alternatively, seniors can take up the Lease Buyback Scheme for their existing SERS flat and buy a new replacement flat with the same lease length.
These additional options were offered with our seniors in mind - to allow them to continue to have a home-for-life after SERS and live in new flats in a familiar environment, while addressing their concern of topping up for a replacement flat of comparable type or size.
These options are in addition to existing options, which include purchasing a new replacement flat with a fresh 99-year lease, applying for BTO flats at other locations and enjoying priority allocation, or getting an additional payment of $30,000 if they prefer to buy a resale flat.
Together with the existing options, SERS households will now have more rehousing choices to choose from, and find one which best meets their needs.
