YOUR POLICIES WRECKED LIVES. YOUR POLICIES DESTROYED A FAMILY. YOUR POLICIES MADE LIFE MEANINGLESS AND IRRELEVANT FOR IAN AND FAMILY. YOUR POLICIES ARE AN ABOMINATION OF HYPOCRISY!
Behaviour is the mirror in which everyone shows their image - Johann Wolfgang von Goethe
Expressions of hypocrisy, ignorance, slackness, arrogance, indifference, impertinence, inhumanity, barbarity, stupidity, laziness, incompetence, carelessness, complacency, irresponsibility, corruption, negligence, weakness, snobbishness, cowardly behaviour and attitudes are an alarmingly increasing trend in all the relevant ministries we have encountered since 2012.
These shortfalls are risky, reckless, dangerous and disastrous when prominent in places of authority and have grave repercussions.
I would like to draw your attention to the issues concerning our disastrous, haphazard policies in our various government institutions (MOE, MINDEF, SCDF, CPF, MINLAW, SPS, DRC, IMH,TTSH,MSF) that places public welfare at risk and endanger lives.
Communication with people in these ministries are extremely agonizing and is almost impossible. Tele-conversation is not an option, we were asked to write in, when we wrote in, most of the vital questions and cries for help were left unanswered, ignored or brushed aside by an automated copied and pasted reply.
It never fails to baffle me how the human beings heading and working from the highest to the lowest positions in these ministries are shockingly lacking in basic innate instincts.
We see monstrous beings lacking the intuitive faculty of hearing, feeling, acting, thinking, touching, seeing and the ability to use common sense.
A family’s life is on the line and yet none could hear and see, think and act, feel and be touched by Ian and family wailing in pain and despair a hundred thousand times throughout these long agonizing 7 years.
This is the most morally loathsome approach used by our system to terrorize the population. Civil servants should be approachable, have a steadfast character and a willingness to serve.
This utter fiasco will be brought out into the open so that we can have a mature discussion to understand why these core systems failed and how we can reach for the grain of truth within the ambiguity of these set-ups.
I would like to engage the nation with this discussion and will initiate by sending you some of my emails to SCDF, CPF, Chief-Of-Police, Mr Soh Wai Wah (2015), Deputy Prime Minister, Mr Teo Chee Hean (2015), Chief-Of-SCDF, Mr Eric Yap, Minister of Defence, Mr Ng Eng Heng, Law Minister, Mr Shanmugan, my MP, Dr Teo Ho Pin and your good-self.
Everyone has the right to take part in the government of his/her country.
A truthful discussion will foster relationships and bring people together to make amends, the outcome must clearly serve all involved, an inclusive movement with every man, woman and child, in mind. We can then move forward as a nation. When we place ourselves in a position to help another we will discover our greater capabilities.
Outwardly we may have progressed from the bullock cart to the jet plane but within the psyche of most people here, especially those working in the government sector, we are primitive, ignorant, cowardly and barbaric.
The meaning of one thing can only be understood in relation to what stands next to and influences it. For your easy reference, please find below snapshots of events leading to this letter. Let’s take a look at the various stages of decay and collapsed in these core industries. Starting with the foundation, Education.
MINISTRY OF EDUCATION
We do not have a single educational Institution in Singapore!
Trade schools are largely for those who are uneducable in other ways, with extremely limited talents, or limited means available for education. Our so-called education, higher education are only over-glorified trade schools. These are not educational institutions. Our education is solely to permit the individual to have a career. One is not attending a university but a training school. The primary function of the trade school is to teach the individual to have a career in whatever area he/she wants.
Today these trade institutions have only one sole complete purpose, to carefully foster the production of a 50K a year person, 300k a year person and if one takes 2 postgraduate courses to get one’s doctorate, he/she is probably good for a million a year with some luck.
By conspiracy, the government departments, banking and businesses must select “university” graduates for all of its best jobs. Regardless of the fact that some of these “university” men/women cannot read and write. Many of them cannot speak or spell.
The principle purpose of education is to create a thinker, a human being capable of managing one’s own life wisely, honourably and achieving a rich and purposeful personal existence.
Education must be geared to the perpetuation of the value of society, and not merely the continual emphasis upon the individual making hay while he/she is here.
In early school life, a child must be taught good and bad, respect and honour, patience and self-discipline, certain measures of integrity, as integrity fortify character so that the child’s nature remains incorruptible, even before he/she can read and write.
The child must learn that education is a way of unfolding one’s own nature and character, that education is absolutely worthless if it helps one make a million dollars but does not teach him/her how to become a conscious, conscientious, kind, responsible, considerate, reasonable, fair, righteous, honourable, balanced and a well-adjusted human being.
The child must know that materialistic culture is bound to fail, that one cannot hope to create an educated world, where education is pointed only at the accumulation of wealth. No one has the possibility of maintaining it, since no one can behave ethically, whose ideal is not higher than daily profit and loss.
If the child does not know this before primary three, this child is not educated, it doesn’t matter what one knows or how high one’s IQ is. If the child does not know these things, he/she will become in due time, the parent of wars, the parent of moral corruption of the people, of moral disasters, of more prison camps.
Every child entering school along with the salute to the flag should have a clear concept of why it is important for one to do, what one is going to learn to do, and how this accomplishment, will inevitably contribute to the collective security of one’s creation, without harming oneself, others and the environment.
Education should definitely include the conservation of resources. We need every child to realize the responsibility of use and misuse. That everything we use are taken from our planet’s limited natural resources. Think in terms of production for use, instead of production for profit.
There will be a reasonable profit if we are intelligent but there will no longer be this mad urge to quadruple or quintuple profit in the first year of business.
Economy of resources and preventive medicine (food and herbal therapy) should be major important subjects in primary school. Instead of the many useless subjects designed to clutter the person’s entire mind without space left for spontaneity, creativity, beauty, culture, art and living.
In other words, the young person should know before one starts to learn, that if one succeeds and becomes an outstanding person, one is going to be a benevolent force in the way of life and one is not, under any conditions going to succeed, at the expense of another or advance his/her own course by preventing the normal advancement of other people.
One will not regard oneself as successful, merely because one has more than other people nor will one thinks in legislation, in working, in learning, primarily of profit.
ONE WILL THINK OF THE REASONS FOR THE EXISTENCE OF ONE’S PEOPLE, ONE’S NATION, ONE’S WORLD AND ONESELF.
Learning is not merely memorizing what is known. Learning now is to anticipate the unknown. Learning is to be able to adjust oneself to a situation in which tomorrow will have no valid relationship with today, so far as consistency is concerned.
It’s a fact today that in the highly technical department of learning, a person who graduated a year ago will have difficulties starting again, at the beginning of that system of education and graduating again. Learning today is a series of perpetual adjustments of being eternally contemporary.
The essential purpose of education is to create a person who can safely live tomorrow. Up to now, education is built upon remembering formulas, is build upon the process of becoming informed of what other people know.
This is necessary for certain professions. Broadly speaking this has been overemphasized and the result has been a terrible loss in the production of thinkers.
We are in such a rapid transition that the whole structure of learning has lost nearly all of its authorism. It is assumed that tomorrow is merely the extension of today. This was once true, now, however, tomorrow may be the complete contradiction of today. We can no longer quote Darwin, Newton or Einstein with finality.
We are now, not able to quote that which has appeared in the journal that was published in the morning because the afternoon edition may take it back.
The individual who is educated must not only be educated to get along in the uneasy peace (fear engendered environment) that we now experience, the person must be equipped to meet the challenges of a complete catastrophe if it should occur.
Progress is not a headlong dash. Progress has nothing to do with who gets to the moon first. Progress has nothing to do with who owns the most expensive warplane. Progress is not who has the highest skyscraper, fastest computer, tallest indoor waterfall in an entertainment and retail complex. Progress is not being reigned as one of the most expensive cities in the world with the largest glass greenhouse.
These things are exciting, interesting and remarkable but what can they do to reduce the price of bread? It’s a luxury we can enjoy in the realm of real progress and we do them graciously, pleasantly and have lots of fun with it, instead of throwing the country into bankruptcy in a wild dash for these ends.
Inevitably creating poverty, scarcity, locking up our CPF funds, working our elderly to death and depriving our homeless a roof over their heads. In the realm of real progress, our mental hospitals, hospitals, clinics, prisons, drug rehabilitation centres, mortuaries are relatively free of customers.
Profit of business is the waste of the world. Competition is regarded as the life of trade. It is not the life of anything. It is a destroyer of everything that is important in human nature. Money is probably the primary root of the other evils.
Money or profit of some kind, wealth, is probably the dominating motivation behind stupidity and crime. Crime is increasing, use of narcotics is increasing, diseases are increasing, suicides are sky-rocketing, the number of homeless is increasing, all the things we do not want we are getting more of.
Wealth and profit are at the present time endangering the survival of all of us. We are living on a profit system, we are trying to live off the interest on our debts. We are striving desperately to create a stable currency in a world in which the only enduring value is moral value and that, we do not have.
THEREFORE MONEY IS A MISERY AND MISFORTUNE UNLESS INTEGRITY ADMINISTERS IT.
POVERTY IS MAN-MADE. SCARCITY IS MAN-MADE. WAR IS MAN-MADE. DISEASES ARE MAN-MADE.
Education today, is unable to cope with the moral development of young people, unable to cope with the dissatisfaction, unable to cope with juvenile crime. Education has to lay foundation first and if it lays these foundations well and honourably, all other things can be reasonably accomplished.
WITHOUT THESE FOUNDATIONS WE HAVE NO EDUCATION.
Education is important based on basic idealism of rules and laws that humans cannot break. If we can straighten out some of the principles of life, this whole struggle of what we call progress will lead to a moderate way of life toward essentials purposes that are valuable. We will not have a country with a couple of millionaires but have a nation of contented people.
The Systems Governing This Nation Are Based Entirely On Materialism And Consumerism. (letter to SCDF 25 Oct 2015). “The present educational curriculum does not gear towards keeping the body in good condition but towards institutionalizing young children to the non-militant Warfare of Competition”
When we start a young child’s life with the present fear engendered education system, reinforced with mandatory national service, we will probably see an entire generation of psychotics and narcotics”.
Competition is not leading to progress. It is leading to a wrathful warfare on profit that will ultimately submerge us and probably drive us into extinction. Our hospitals, institution of mental hospitals, prisons, drug rehabilitation centre and mortuary cannot cope with these huge, abrupt and rapid number of customers on a daily basis.
(letter dated 6 May 2019 to Dr Teo Ho Pin). “FEAR is the weapon used in Psychological Warfare. Fear is one of the most lethal ammunition the system uses to control and wreck lives. This tension, this fear will cause us a hundred times the number of death caused by the largest bomb we can ever create. This long range fear can destroy an entire generation without one bullet being shot”
“With these existing conditions perpetuated in every industry, we will produce a generation of nervous wrecks in which 2/3 of our population will become psychotics. Furthermore, this type of misery has a terrible chain reaction far more dangerous than the mutations that can result from a bomb”.

We probably would have less trouble with youngsters these days If we can answer these questions, simply. • What is the plan behind the present desperate effort of Singapore to keep growing? • Why do we think that what we are doing is growing? • How can we prove it? • Are we destroying our health, others and the environment by these continual efforts to grow? • How is this accomplishment helping the sick, poverty and the homeless? • And if we continue growing as we are growing now, will we survive another 100 years?
Every child is entitled to know, what is the greater good, toward which all these struggles lead?
Young people today are unable to explore an unknown world, they have not the proper faculty and facilities under our existing situations to meet the demands of their own minds for a larger experience of life. THE GENERATION THAT TEACHES NOW, IS ARCHIVED BEFORE IT HAS FINISHED TEACHING. Those now controlling education have no idea about the whole structure of learning.
They belong to an entirely different bracket. They are old, worn out, broken down people, who graduated a generation ago, are not only useless and worthless but in actual fact have become a national deficit.
Instead of being able to say, I have a doctorate in science I am therefore now qualified to enter into the scientific world, this thing called change has cut in under that doctorate and have very largely invalidated it. To keep up in a reasonable way, to enable one to say honourable and factually that I am up to the minute in my specialisation, one has to become continually contemporary with the advancement of knowledge. This is a tremendous challenge upon the life of the individual for the rest of one’s life.
Our present education has got to reconstruct itself, to meet the pressures of an age of rapid progress and that means that every thoughtful human being must be able to adjust to rapid progress without tension and without ever losing one’s own centre of integrity.
The individual must live in a better enlightened, better-regulated system. Time for oneself. Time for one’s friends and family. Time to write verses of poetry. Time for art and music, beauty and culture. Time to love fine things and to realize that among the problems of education is civilization.
WE ARE IN A DESPERATE NEED OF A CIVILIZED EDUCATIONAL INSTITUTION IN SINGAPORE!
The civilized educated person is the only possible leader of the people. When authority is vested on a person technical skilled and culturally ignorant the state will ultimately collapse.
MINISTRY OF DEFENCE Mandatory National Service. The primary consideration for NS Enlistment Act is that the individual should be fit physically, emotionally and mentally to serve. Unfortunately for Ian, CMBP failed completely to assess Ian’s mental and emotional state.
(letter from SCDF dated 17 Nov 2015) “For PTE Low, he was graded PES B1. NSFs with this PES are fit for most frontline operations and operations support vocations in the SCDF”.
Endangering lives,
CMBP IS ALARMINGLY LACKING EXPERTISE IN THIS AREA.
(letter to SCDF dated 30 Nov 2017) “Grading Ian, as PES B1 was one of the most egregious acts CMBP has ever perpetuated. CMBP was ignorant of how perilous the situation was for the public, SCDF and Ian”. ERRING IN FAVOUR OF JEOPARDISING LIVES IS AN ACT OF TERRORISM.
This egregious act started the chain in revealing the truth trapped between the walls of ignorance and lies in the system. CMBP started an action that triggered endless reactions that cannot be undone.
SINGAPORE CIVIL DEFENCE FORCE (letter to SCDF dated 25 Oct 2015) “Ian had complained about the tedious, backbreaking physical training under the hot sun that he had to undergo during his training. Emotionally traumatized as he struggled to cope with what was required of him to carry out his duties such as having to bear with vulgarities screamed down his ears over an extended period of time”.
What actions, code of conduct and military protocol does SCDF implement to train these young soldiers freshly out of school, in keeping the rules of health?
“In my opinion, a tutored and disciplined mind will do things in a way that will protect his wellbeing; moderation in appetites, normalcy in activities should be the number one priority in any military training protocol so that he does not make a mockery out of being a soldier”.
(letter from SCDF dated 17 Nov 2015) “SCDF has various measures in place to look after the safety and well-being of our recruits. We wish to assure you that all training conducted by SCDF is based on a set of prescribed guidelines and all safety regulations are strictly adhered to”.
Trivializing, undermining, threatening, blaming, humiliating, discounting, name-calling, screaming, gaslighting are some tactics used to thwart, to limit, to maintain control and power over these boys. These are prescribed guidelines designed specifically as part of their training protocol in obedience enforcement through abuse, torture, breaking and whipping these young boys in line.
VERBAL ABUSE WITH VULGARITIES ARE A VERY DESTRUCTIVE FORM OF COMMUNICATION. The only use for this form of communication is to destroy.
(The New Paper dated 28 Sep 2018) Government ‘will not tolerate’ abuse of cops There was more than one case daily on average of a police officer on duty being physically or verbally abused last year.
“Minister for Home Affairs and Law, K. Shanmugam said this is “unacceptable” and the Government will do more to protect police officers. He added that between 2014 and last year, there had been more than a 65 per cent increase in the number of cases. To arrest this alarming trend, Mr Shanmugam said the Government has been working with the Attorney-General’s Chambers to protect police officers and will continue to press for “very strict sentences” for criminals who abuse them”.
I wonder what Mr K Shanmugam, the Government and the Attorney-General’s Chambers are doing to protect our boys, freshly out of school, against such brutal abuse by legal criminals during National Service for 2 whole years!?
Would you consider this as an expression of hypocrisy, Mr PM Lee?
Some are mentally sound and are able to subject themselves to such brutal butchery.
Unfortunately for Ian, he is mentally weak and unstable, his instinctive self-defence measures kicked in and he ran away due largely to his inability to cope with such abuse.
Two years of submitting to these insults can have long-lasting negative effects on the psychological and physical health of our young men.
Psychological side effects include anxiety, anxiety ADHD, chronic depression, post-traumatic stress disorder, guilt, social withdrawal, reliving the trauma, low self-esteem, personality disorder, rage control-deficiency, feelings of worthlessness as well as recurrent thoughts of death.
Physical side effects include chronic pain, eczema, low immunity, racing heartbeat, nightmares, lewd and lascivious behaviour, difficulty concentrating, insomnia, chronic fatigue syndrome, eating disorders, headaches, obesity.
“National Service was introduced in 1967, to provide defence for Singapore and to foster cohesiveness among male Singaporean. This two-year stint offers an ideal opportunity for our young men to build the strength of character, grow in maturity and develop leadership skills”.
The above statement is totally incomprehensible and if it is true, Ian would not be terrorized, humiliated, made meaningless and irrelevant in the name of National Service.
He would not be wrongly sentenced to jail, he would not be tortured and raped. He would not be diagnosed as a Schizophrenia (by IMH and TTSH), suffers from atopic dermatitis, chronic lower back pain, eating disorder, insomnia, nightmares, recurrent thoughts of death and difficulties concentrating after discharged from SCDF.
(letter highlighting Ian's mood episodes dated 28th March 2012)
“his every word and behaviour governed by his racing chaotic automatic thoughts which lead to extreme changes in energy, activity level that led to his AWOL, his officers were obviously, oblivious of his conditions, otherwise his record-breaking medical leave would not be possible and would have been looked into. Incidentally, his AWOL was an instinctive self-defence measure that occurred”.
I did not see his commanding officers standing up for Ian. I did not see the honour. I did not see the courage. The courage to dare to be right. The courage to support what you know to be right rather than compromise in favour of something easier.
I did not see brave young men. I saw NS boys screaming hysterical and running for their lives away from a flying bug. I see these young boys picked up addictive smoking and drinking habits, many smoke like chimneys and drink like fishes.
• (26 Oct 2013 Asia one) Ex-chief of SCDF Mr Peter Lim Sin Pang, charged and dismissed for sex-related corruption (lewd and lascivious behaviour).
• (The New Paper June 28, 2019) Ex-SCDF officer secretly recorded wife and sister-in-law showering (lewd and lascivious behaviour). The 36-year-old, who cannot be named due to a gag order, was an officer with the Singapore Civil Defence Force, at the time.
• (ST 11 Jun 2019) SCDF ragging death: Officer who pushed NSF into pump well ridden with guilt, once 'put' another officer into it. Staff Sergeant Muhammad Nur Fatwa Mahmood, one of the five SCDF officers charged over ragging incident that led to the death of NSF, Kok Yuen Chin.
These men holding various positions in SCDF displayed an ever-increasing trend of impertinence, inhumanity, barbarity, stupidity, incompetence, carelessness, complacency, irresponsibility, negligence, weakness, laziness, snobbishness and perverted minds.
I see champions of cowards and big bullies. I see many men in Singapore with jelly-like spine and lacking balls.
In the name of National service, these young boys were exploited, received sweatshop wages for sacrificing two years of their prime time to the country risking their mental, emotional and physical health. Exploitation should be considered a major crime.
Ian, was enlisted during the time when mayhem was the situation, we do not have to visit a madhouse to find disordered minds. Mr Peter Lim Sin Pang, the ex-chief of SCDF was investigated, charged and dismissed, for sex-related corruption. Shortly after Mr Peter Lim’s dismissed. Mr Eric Yap was appointed as the next head. As the website was not updated, we called in and were told that Mr Eric Yap had resigned. No one in SCDF, was able to hear our plea for help.
I see Mr Peter Lim Sin Pang, lacking in strength of character, maturity and leadership skills. I see the product of a corrupted system. A mind made incapable, dull, stupid, ignorant, selfish, self-centred, twisted, warped and perverted. I see him leading SCDF towards destruction.
SCDF had shockingly blamed the parents, for not making sure that Ian was fit to serve NS.
Mr PM Lee, not every boy is constituted to serve NS. We as parents are not trained to look out for signs to determine whether Ian is fit to serve or otherwise. He may cope well in society outside but may not be able to cope with the rigorous pressure and stress that was placed on him in NS.
If that is the requirement, please highlight and train all parents in Singapore. Please do not assume that we should know.
(letter from SCDF dated 25 Oct 2015) To add injury to insult, Ian was asked to settle an outstanding amount of $526.94 arising from the overpayment of his NS allowances upon discharge.
Mr Eric Yap, the present chief, has yet to respond to any of our many appeals for compensation (including those written in by Dr Teo Ho Pin, my MP).
Is this behaviour considered having an ostrich mentally, Mr PM Lee?
I DID NOT SEE ANY PROPERLY FUNCTIONING HUMAN WITH A VITALLY AWAKE MIND IN SCDF CAPABLE OF GUIDING THESE YOUNG BOYS TOWARDS GREATNESS.
Please publish an up to date account of the number of deaths, suicides, the number of discharged from NS on medical grounds (mental or physical disorders) since 1967 in the Straits Times.
MINISTRY OF LAW
THE LAW FAILED TO PROTECT IAN BECAUSE WE ARE POOR AND POWERLESS.
Hearing was adjourned three times. After thorough investigation, the prosecutors found Ian guilty of desertion. District Judges, Mr Kessler Soh Boon Long, Mr Ronald Gwee Tiong Kee and Mr Lim Keng Yeow, unanimously sentenced Ian to a one-year jail term.
The trial was wrongly decided. Incorrect judgement was rendered.
Mr, PM Lee, please help me understand. • What kind of law is this? • How can the law be so useless? • What is the true meaning of a fair judicial system? • Do we have a prosecutor or judge with a judicious mind? • How do you protect the integrity of the judiciary? • Is there a prosecutor, who is able to help the wrongfully accused beside locking up the guilty? • Do you think they became prosecutors and judges to become blind and obedient?
It seems to me that the conduct of the prosecutors and judges were not based on principles, rather they were fixated on following the law blindly, they weakened the administration of justice, erode the confidence of the public and tarnished the image of the judicial system!
THE INCORRECT DECISION BY THE JUDGES RESULTED IN IAN SUFFERING FROM IRREPARABLE HARM AND LIVING IN PAIN FOREVER.
Ian is now a Schizophrenia with a criminal record.
SINGAPORE PRISON SERVICE (Letter dated 24 Jan 2015 to Chief-of-Police, Mr Soh Wai Wah, Deputy Prime Minister, Mr Teo Chee Hean (2015), Chief-Of-SCDF, Mr Eric Yap, Minister of Defence, Mr Ng Eng Heng, Law Minister, Mr Shanmugan, my MP, Dr Teo Ho Pin and your good-self).
STOP THIS BARBARIC, INHUMANE, PRIMITIVE TORTURE NOW, MR SOH WAI WAH!!! Besides an automated acknowledgement, to date, I did not hear from Mr Soh Wai Wah or any of the Ministers I emailed to.
(Letter dated 30 Nov 2017 to SCDF/SPS) “He would not be a victim of the current prison's "insidious protection scheme" and subjected to the insane, inhumane and barbaric Mind Rape, the most terrible form of Rape (crucified, with both hands and feet chained to the bed 24/7 with white light shining on him on 2 occasions for more than a month) is perhaps one of the greatest crimes committed towards our young by our own law enforcer. The rules and regulations of this nation consist principally of "thou shalt not," the purpose being to force these boys into obedience by inhibiting and limiting them. Anyone who tries to crush out with brute force the vices within achieves only inhibition and neurosis”
These people think that it is completely fine to trample over and take out their sadism on a helpless boy in the dirtiest way possible by saying it was all for his own good. Traitors constantly spew out dirty excuses because they want to hide how dirty, perverted and cowardly they are.
(Letter dated 30 Nov 2017/SPS) “He would not attempt suicide by climbing up to the top floor of the prison building 2 weeks before release (Chapter 16, Section 309 of the penal code, which makes attempting suicide a sizable offence in Singapore. Those found guilty can be fined, jailed for up to a year, or both).
I would like to know how Ian managed to climb to the top floor of the building and why the police released him a day earlier instead of adhering to the above penal code?”
I have yet to receive a reply. These people are traitors in the truest sense.
MR PM LEE, HOW COULD SOMETHING LIKE THIS HAPPEN?
INSTITUTE OF MENTAL HOSPITAL/TAN TOK SENG HOSPITAL
THE PHARMACEUTICAL CREATES CUSTOMERS NOT CURE!
Foods are first-grade medicine. Herbs are second-grade medicine. Drugs are pure poison. Regardless of legalities.
Doctors are legal drug pushers, they prescribe and these legal drugs are dispensed through the polyclinics, private clinics and hospitals. Health care is the busiest and probably the most lucrative industry in Singapore. Hospitals are busy round the clock. Next in line is either the Mortuary or SMRT, I am not too sure.
Normal waiting time at A&E is about 10 to 20 hours as the beds are in high demand. A shortage of beds and men power are the norm in this industry. Ian, was discharged many times before he can fully recover, to make room for new patients in an endless vicious cycle.
Since my last letter to my MP, Dr Teo Ho Pin (dated 6 May 2019), seeking help for the release of my CPF funds (for alternative medical treatments) and compensation from SCDF (for their negligence), Ian was admitted to TTSH, A and E thrice for acute atopic dermatitis and Schizophrenia.
Ian is a frequent customer in both IMH and TTSH, A&E department.
TTSH tried out a new drug, Azathioprine (known to cause skin rash and skin cancer) on Ian for his atopic dermatitis as Ian build up resistance to high levels of steroids.
Besides Sodium Vaporate and Benzhexol, IMH has also put him back on Risperidone (this drug almost killed Ian in 2016) in replacement of Quetiapine (is not working and in fact, is causing the very psychosis disorder that Ian is trying to come out of, namely, bipolar and schizophrenic disorders).
(Letter dated 30 Nov 2017 to SCDF/IMH) “Unfortunately for Ian, the medication, Risperidone, prescribed by IMH caused severe side effects. Ian went to A and E on the 3 Aug 2016 in Malaysia, KKB for the antidote, Procyclinde, via IV twice. First dose 5mg and second dose, 5mg 30 minutes apart. On the 7 Aug 2016 he went for another 20mg, first dose 10mg, second dose 10mg, 40 minutes apart.
He was suffering from Extrapyramidal Syndrome (EPS).
The doctors explained that EPS are drug-induced side effects that can be problematic for persons who receive antipsychotic medications (Risperidone, is one of the suspects). They told us that these side effects, dystonia, (continuous spasms and muscle contractions affecting Ian's eyes, mouth, face and chest), akathisia (motor restlessness, Ian had to pace up and down for hours around the house) and parkinsonism (rigidity throughout his whole body), bradykinesia (cannot feed himself, drooling, cannot speak, slowness of movement and tremor) and dyskinesia (his hands started jerking) are quite common and we were asked to stay calm and not panic”.
(Letter dated 6 Nov 2018 to IMH/CPF) “The drug, Quetiapine, that was prescribed by IMH in replacement for Risperidone (almost killed Ian) is not working and in fact, is causing the very psychosis disorder that Ian is trying to come out of, namely, bipolar and schizophrenic disorders.”
(Letter dated 6 May 2019 to Dr Teo Ho Pin/IMH/TTSH/MSF/THK FSC) “Ian will be discharged from IMH today. 2nd time for illegal drug addiction and 6 times for psychotic disorder treatments. It’s been an endless, long, incredible, extraordinary, tumultuous journey of 7 years (March 2012 to date). An obvious indicative fact staring us in the face that the comprehensive programs and treatments Ian went through are not working”.
Mr PM Lee, Ian, is not a human guinea pig, it does not take much intelligence to know that these concoctions have endless side effects and will result in blood, liver and kidney failure. Ian’s blood is highly contaminated yet he was denied a blood transfusion (quite pointless for me, to be a long term blood donor when I was denied the chance to donate blood to my son, probably because they can get a better price when they sell it in the open market).
You see, Mr PM Lee, blood is a very rare commodity these days in Singapore, most people in Singapore are on some kind of legal or illegal drugs, including doctors, nurses and caregivers, they are therefore not fit to donate blood. The blood bank is in constant shortage. Ian was further denied a session of blood-letting to throw away his toxic blood, probably because they can’t market his blood, therefore, it is against their protocol. Why do the blood bank and hospitals have the facilities to draw blood for donation, for blood testing but the same facilities have not the availability to draw toxic blood to be discarded?
I do not see any rationality behind this?
Mr PM Lee, you can see from the above snapshots of these numerous letters, including tele-conversations I had with the various persons in the various institutions over the span of 7 years, how absolutely painful it is for me and family to get our message across that these legal drugs are not working.
I sincerely pray, that Ian, will not die from an overdose on legal/illegal drugs. As it is, people who suffer from schizophrenia don’t live long and a full recovery is only about 25% with the present conventional treatments, that is, the pharmaceuticals.
I can only come to the extremely disturbing conclusion that colossal ignorance is the fuel that propels and perpetuate this insane wheel its continuity.
This meta-ignorance arises because lack of expertise and knowledge often hides in the realm of the unseen (the scope of people’s ignorance is often invisible to them) or is disguised by erroneous beliefs and background knowledge that only appear to be sufficient to administer pharmaceuticals drugs and over-reliance on a set of protocols.
Failure to keep an open mind and remain objective is often characterized by adopting ‘tunnel vision’ approach.
Perhaps these doctors are unaware of just how deficient their expertise are. Their deficits left a huge burden on Ian and family. Not only do their incomplete and misguided knowledge lead them to make mistakes but those exact same deficits also prevent them from recognizing when they are making mistakes.
Ignorance of ignorance then is that self-satisfied state of unawareness in which most of our systems reflect especially the Doctors and Nurses.
When a person takes a course in medicine, one must know that medicine is a public service which is going to give him/her a useful living and a useful reason for existence.
The exploitation of these or the false use of one’s knowledge with the unreasonable advancement of oneself, at the expense of his/her patients, is as serious a crime against society as MURDER.
This person must not be told that this is a noble career, it must be proven, he/she must see it, touch it with one’s own conscientious, must look around and see that this career, that one is in, is being served by honourable persons above corruption.
If one does not see this, there is no particular reason why one should regard his/her education as adequate simply because it perpetuates the way one’s predecessors made their mistakes. There is no reason why future generations, should be instructed on how to live by an older generation that has practically no common sense thoughtfulness directed towards wellness.
Human life is not for trade or sale!
CENTRAL PROVIDENT FUND BOARD CPF policies violate human rights and common sense! (letter to CPF dated 24 Sep 2018) “Unlike Dave Lee, whose death (due to negligence by his officers) was quite swift, the negligence caused by SCDF to Ian has very far-reaching consequences. His life and his family are in danger of collapse. Unfortunately, Ian suffers from life-threatening and major side effects from the prescriptions from IMH and NSC re his mental and skin conditions. We are seeking alternative healing, meditation, yoga, forest therapy, herbal medicine retreats in rural countries for his recovery. City life is too toxic, stressful, expensive and not suitable for his recovery.
I would like CPF to release $70k from my account with immediate effect. Your first, second and third reply to my appeals were a scripted stone-like rigid – No.
Policies are made with the intention to solve problems and to improve the quality of life of its citizens. A person capable of critical thinking will understand that when policies wreck lives and violate human rights you stop going by the book. A chain of events had led to this letter to CPF. Each progressively displaying the lack of respect for basic human rights”.
Putting aside funds for future use is important, what is more, vital is to ensure that, LIFE IS SUSTAINABLE NOW! The ability to use one’s common sense will direct one to the realization that the fulfilment of immediate needs are critical and urgent. When one’s house is on fire, you don’t ration water for future use. Violation of common sense seems to run rampant throughout the entire system.
Mr PM Lee, it takes a diabolical genius capable of committing hideous crimes to draft out such policies in most of our Governing Systems in Singapore! These Policies are abhorrent to any civilized society.
On the 23 Jun 2019, the voices in Ian’s head told him to take illegal drugs and admit himself to Drug Rehabilitation Centre. He surrendered himself to the police on the 24 Jun 2019. This is the second time Ian escaped into DRC. The first was in 2012, when he took some illegal drugs during routine urine test in SCDF, to escape serving NS. I will follow up with another letter on Drug Rehabilitation Centre and MSF soon.
Please take immediate action to release S$70,000 from my CPF funds (fourth appeal), SCDF, State Court and SPS to compensate (psychological injuries, past, present, future pain and suffering) Ian and family before it is too late, and inevitably getting your hands stained with our blood. We do not know how long it is going to take for Ian to recover. The sooner we get him treated the faster will be the recovery. There is a moral choice in every decision! I sincerely hope, we can wash our dirty linen here in Singapore.
SINGAPORE - At The Receiving End Of A Tortured And Broken Mind, is the title of a non-fiction book I am currently writing, the story of a family living in daily pain and sorrow. Some of the highlights of this book include, Terrorism in Singapore, Toxic Effects of Materialism, Singapore, City of The Zombies, The Walking Dead and The Battlefield of Everyday Living.
Hopefully, we can generate some income through sales of this book to fund my health issues, (major depression, chronic fatigue, frequent suicidal thoughts, digestive disorders, besides being a punching bag for Ian's frequent violent outbursts, is largely caused by frustration, resentment, anger, hatred and having to deal with Zombies over a prolonged period of time) and our daily expenses.
Humankind has not woven the web of life. We are but one thread within it. What we do to the web, we do to ourselves - Chief of Seattle
We made a terrible mistake by following the law blindly. This mistake carried one of the heaviest punishment that wrecked Ian’s life and destroyed my family.
To all who, directly or indirectly, intentionally or unintentionally in thoughts, words or deeds, has lent a helping hand, to make this hellish, tortuous, existence for Ian and family possible, in the past 7 years, We say to you, “We forgive you, for you do not know what you are doing, we pray to the Almighty, that when the wheel of cause and effect turns upon you, you will have the wisdom, courage and strength to go through and step out of this eternal wheel. Amen!

Mother seeking compensation from SCDF for NS negligence
25 October 2015
Compensation for Pte Ian Derek Low and family due to negligence by SCDF.
Dear Sirs,
Ian was discharged from Admiralty Prison on 19 September 2015 with a cocktail of medications (anti-psychotics, anti-depressions, muscle relaxants and sleeping pills…), a weight gain of 12kg, increased cholesterol levels and a letter from the prison psychiatrist, Dr John Dosco, to seek further help from IMH.
He was admitted to the IMH on 22 Sept 2015 and discharged on 28 Sept 2015.
Since taking multiple drugs can cause serious unpredictable damage, he is now undergoing non-invasive natural treatments; acupuncture, aromatherapy, Chinese herbs and food as well as drinking natural spring water all in a conducive environment for his recovery against the backdrop of a rainforest, river, waterfall and hot springs in Malaysia.
Ian was enlisted on 12 March 2012 for NS in SCDF.
He was officially discharged from SCDF as of 29 July 2015 on medical grounds.
The primary consideration for NS Enlistment Act is that the individual should be fit physically, emotionally and mentally to serve.
Below are some questions that perhaps you can help with my understanding of how SCDF works:
1. What kind of stringent checks do you accord to determine the fitness of an individual?
Ian had complained about the tedious, backbreaking physical training under the hot sun that he had to undergo during his training. Emotionally traumatized as he struggled to cope with what was required of him to carry out his duties such as having to bear with vulgarities screamed down his ears over an extended period of time.
Whilst some may feel that nothing is better for the heart than a lot of vigorous exercise and obedience enforcement through whipping these young boys into line, I beg to differ.
The human heart has a certain rhythm, whether it is quickened or slowed by extraordinary stress, it is quite obvious that the more we endanger the heart’s function both physically and emotionally, the more likely it is to be damaged.
There is not a mood, not a thought, not an attitude, not an experience, not a word read from a book, not a headline in the paper, not a moment’s viewing on television, not a second in the consideration of a play, in which the circumstances taken in through our senses, will not have an immediate reaction upon the heart.
Whenever a delicate instrument is subject to extended period of exceptional stress for which it is not basically intended, a gradual destruction of psychic function and physical damage, especially the autonomic nervous system is inevitable.
Even though he may become accustomed to it and may endure it at the time, the heart is at a danger of stopping anytime.
There is a reason why people have been dropping dead in their youth and prime.
The present educational curriculum does not gear towards keeping the body in good condition but towards institutionalizing young children to the non-militant Warfare of Competition.
We staved into these young hearts, striking it a foul blow for which it has no defense except to take their young lives. Society has placed unrealistic expectations of our youth like how scoring 9 A*s instead of 10 can now constitute a failure in their young minds to the majority.
2. What actions, code of conduct and military protocol does SCDF implement to train these young soldiers freshly out of school, in keeping the rules of health?
In my opinion, a tutored and disciplined mind will do things in a way that will protect his wellbeing; moderation in appetites, normalcy in activities should be the number one priority in any military training protocol so that he does not make a mockery out of being a soldier.
The discharge on medical grounds date for Ian should be upon enlistment (12 March 2012) and not now.
During this time, his emotional, mental and physical health went through extraordinary stress. The extremely barbaric and inhumane way he was treated while in prison; shackled to the bed for more than one month with nothing to distract him but his thoughts, which perhaps lead to his recent attempt at suicide 2 weeks before his discharge from prison.
The body has been given all kinds of protections against the common ailments and the body has remarkable, rejuvenative power.
3. Ian now lacks the courage and has lost the insight to live a well-adjusted life as he questions the purpose of NS within the context of Civil Defense. How can he protect his country and people when the heads of 3 countries, Singapore, Malaysia and Indonesia are not able to stop the hand that strikes the match that starts the fire for the last 20 years? That if we are making a comedy out of our present defense system in Singapore, it is unfunny for the most part.
No one knows to what extent the damage has been done not to mention the unbearable anguish this tumultuous period had on his family members.
I will be seeking legal advice to seek compensation from SCDF for negligence.
Yours sincerely, Carena

Dear Mdm Tan,
I refer to your email of 25 Oct 2015, concerning your son, PTE Ian Derek Low.
2. Prior to enlistment, SAF Medical Officers from CMPB would conduct a thorough medical assessment of the physical, mental and emotional state of the pre-enlistee. For PTE Low, he was graded PES B1. NSFs with this PES are fit for most frontline operations and operations support vocations in the SCDF.
3. SCDF has various measures in place to look after the safety and well-being of our recruits. We wish to assure you that all training conducted by SCDF are based on a set of prescribed guidelines and all safety regulations are strictly adhered to.
4. Shortly after enlistment, the Platoon Commander (PC) will conduct an interview with the recruits to understand any problems that may be faced by them. This is to enable the PC to assist any recruits with problems coping at the early stages. Recruits have also been briefed that at any point in time they can engage the PC, orientation officer, or the Officer Commanding of their company, if they have difficulty adapting to National Service (NS) life or needed someone to confide their problems with. Recruits would be referred to our counsellors for counselling where required. PTE Low did not surface any issues about his medical condition or problems on coping with NS life during his recruit phase and after being posted to Special Rescue Unit. Our counsellors conducted several counselling sessions with PTE Low on 05 Apr 2013, 07 and 20 Mar 2014 when he served his sentence for AWOL charges at Detention Barracks. It was only during these sessions did PTE Low mentioned about his personal issues such as breaking up with his girlfriend, financial problems and drug consumption. PTE Low also mentioned he was already actively seeking treatment from IMH for his drug addiction then. Our counsellors had also advised PTE Low to surface any problems he faced to his supervisor so that assistance could be rendered to him.
5 We hope we have addressed your concerns accordingly. Please contact the undersigned at 6848 3456 or email Wong_Sang_Hua@scdf.gov.sg if you need any further clarification.
Thank you.
Regards,
Ms. Wong Sang Hua
