Chief of chiefs : Gentlemen, what are your budget plans for this coming year ?
Budget chief : I am going to prepare a comprehensive agenda. Anyone has specific requests ?
Defence chief : My army chiefs report that fatal training accidents are still happening. People are calling for me to step down though I am thick skinned enough to tell them the army cannot be sued. Do you have a budget to continue feeding my whole family ?
Transport chief : I need a higher personal medical budget because I am stressed out trying to catch up with the rail reliability levels of other countries. I have already used up my $8 for a heart bypass.
Housing chief : Many of them flats in old housing estates are no longer sellable. I therefore need an enlarged budget to spruce up my image and those damn buildings before I spin another story for me to hold on to my appointment.
Budget chief : Ok, I hear you guys but let me see first how our overall finances are holding up. We have incurred huge sovereign fund losses and that means if everyone stops contributing to the CPF today, we will not be able to pay citizens down to the last dollar if we don’t delay the draw downs.
I also need to hire a team of glib spokesmen to fend off scrutinies while making the citizens’ monies as illiquid as possible. I also need extra money to feed chiefs who have made blunders but were not sacked by my boss.

Looks like our faith in Ah Heng was misplaced after all.
In fairness, PAPPY ministers were not slacking.....they were merely sleeping on the job whilst collecting millions in taxpayers' monies.
